I have used Android_Accelerated_x86 (Android 6.0 - API 23) Emulator that is shipped with the last versions of SDK.

UWP: UWP apps can only be developed in Visual Studio on a Windows machine. In the above screenshot, you can see the Android Device Manager preparing to install an emulator to represent a Google Pixel 2 running on Pie 9.0 - API 28.
